Previously restricted neighborhoods in Alanya, a municipality and district of Antalya Province, Turkey, are now available again for first-time property-based residence permit applications. As of June 2026, buyers can use addresses in Mahmutlar, Kestel, Avsallar, and Kargıcak when applying for a residence permit in Turkey (İkamet) through property ownership, provided the property and documents meet the current requirements.

Official Confirmation of Reopened Neighborhoods
The update regarding these districts was verified by representatives from the Presidency of Migration Management (Göç İdaresi) in Alanya. The announcement took place during a briefing held at the Alanya Chamber of Commerce and Industry (ALTSO) on Jun 12, 2026.
What Has Changed?
The main change is address eligibility. Mahmutlar, Kestel, Avsallar, and Kargıcak can now be used again for first-time applications based on property ownership.
However, this does not mean automatic approval, since Göç İdaresi still reviews each file separately. The buyer’s documents, health insurance, financial records, property details, and address registration must comply with the rules in force on the application date.
What This Means for Buyers and Alanya Property Prices
The reopening gives buyers more choice in Alanya, especially those who postponed property purchases during the 2022–2025 address restrictions. Demand is likely to focus first on ready homes with clean Tapu records, correct address status, compliant value, good building condition, and reasonable maintenance costs.
Price movement is expected to be selective. Stronger micro-locations and well-documented properties may see firmer pricing, while older buildings with unresolved paperwork or poor management will remain harder to position.
The property must also meet the current minimum value requirement for a property-based residence permit in Turkey. Before paying a deposit or signing a purchase contract, buyers should check the Tapu, valuation report, cadastral value, property type, technical details, and address records.
