Though several restrictions have been provided to prevent the spread of the coronavirus due to the worldwide COVID-19 pandemic situation also in Turkey. In this article, we would like to inform you about the current situation that Turkish authorities have provided according to the aviation regulations and public transportation. About the Flights to Turkey in 2021

To travel to Turkey, you need to be aware that according to the Directorate General of Civil Aviation's guide, such flight restrictions are being provided toward arrivals in Turkey. For a healthy and comfortable flight, passengers must follow the conditions mentioned below:

  • Passengers arriving in Turkey must apply for a negative PCR test. 
  • The passenger's sample for the test had to be taken within 72 hours of his or her scheduled departure from the country of origin. Except for sailors and transit travellers, this applies to all passengers aged 6 and up.
  • Passengers arriving in Turkey from China, Hong Kong (SAR of China), Vietnam, Australia, New Zealand, Singapore, Thailand, South Korea, Japan, the United Kingdom, Latvia, Luxembourg, Ukraine, and Estonia are not required to take a PCR test.
  • International passengers arriving in Turkey on or after March 15th 2021, GMT+3 (except transit passengers and children under the age of 6) must complete the Turkey Entrance Form, which can be found here, within 72 hours of their departure. Until boarding, the airline crew must receive a printout or a smartphone screenshot of the completed form.
  • At the airport and throughout the flight, all passengers must wear masks.
  • When arriving in Turkey, all passengers must fill out a Passenger Information Form.

Passengers arriving in Turkey from or leaving from Brazil or South Africa within the last 10 days:

  • Following their arrival, they will be quarantined for 14 days at locations chosen by Turkish officials. Passengers must undergo a second PCR test on the tenth day of their quarantine period, and if the test results are negative, the quarantine period will end.

Passengers arriving in Turkey after visiting India during the last 10 days:

  • Following their arrival in Turkey on April 22nd, 2021, all passengers who visited India during the previous 10 days will be quarantined for 14 days at locations determined by Turkish officials. Passengers must undergo a second PCR test on the 14th day of the quarantine period, and if the test result is negative, the quarantine period will end.

* Only domestic flights require the use of a personal ‘’HES’’ code. A ‘’HES’' code is not needed for foreign passengers being in Turkey for touristic activities.

Intercity Travelling in Turkey and the HES Code

Turkish citizens and residents must request a HES (Hayat Eve Sığar in Turkish) Code for domestic and international flights, train and ferry travel.

As of September 30, the HES code will be needed when checking into hotels, motels, boarding houses, pensions, and camps, among other places. In some provinces, entering public buildings, shopping malls, and banks also requires the submission of a HES code. This does not extend to visitors from other countries.

This can be achieved using the ‘’e-Devlet’’ website or the mobile application, the '’Hayat Eve Sığar’' application, or a standard SMS.

How Can You Get a HES Code via SMS?

If you have a Turkish resident ID, send a text message (SMS) to phone number 2023 that includes:

  • the letters “HES”
  • your Turkish kimlik number 
  • your year of birth
  • and the number of days you will be travelling, plus 7 days. 

Put a single space between each item.

If you have Turkish citizenship, send a text message (SMS) to phone number 2023 that includes:

  • the letters “HES”
  • your Turkish kimlik number
  • the last four digits of the series number of your ID
  • surname
  • the number of days you will be travelling, plus 7 days

Put a single space between each item.

You can obtain a HES code by sending your passport details by SMS to 2023 in the following format: HES [space] Nationality (GBR) [space] passport number [space] year of birth [space] surname.

* The HES code can be obtained only from a Turkish SIM card.
