Turkey Property Secure Payment System Starts 1 December 2026

Turkey has postponed the mandatory launch of the Secure Payment System (Güvenli Ödeme Sistemi) for property sales from 1 October to 1 December 2026. The system requires the sale price and property ownership to be transferred through a coordinated process when payment is made in cash, by bank transfer or electronic funds transfer.

According to the Ministry of Trade, the postponement allows additional time to complete technical integrations. The infrastructure connecting the General Directorate of Land Registry and Cadastre (TKGM) with participating banks has been prepared, while banks are finalising their systems. A pilot implementation is planned before mandatory use begins.

What Changes from 1 December 2026?

From 1 December, property payments falling within the regulation will generally have to be processed through the Secure Payment System, subject to the exclusions set by the implementation framework. Foreign buyers completing a purchase of property in Turkey after this date should also account for the new procedure.
