3D Cadastre and Digital Transformation in Turkey's Property Management

The General Directorate of Land Registry and Cadastre has introduced the 3D City Models Production and 3D Cadastre Base Formation Project to modernize property registration and planning processes. Starting January 1, 2025, architectural plans and 3D digital building models must be submitted in a secure electronic format for all condominium-related transactions across the country.

Innovations in Turkey's Land Registry: 3D Models and Cadastral Project

3D City Models and Cadastre Base Project

This regulation aims to ensure that building information is securely, transparently recorded, and monitored through advanced digital systems and represents an important step in Turkey’s digital transformation goals. Key innovations include integrating 3D digital building models and accessing information digitally through QR codes in digital title deeds, introduced in an earlier stage of digitalization.

The Digital Building concept is the main feature of this reform, which creates a secure and transparent framework for managing building data. The integration of 3D digital models is set to bring major innovation to the real estate sector.

Benefits of the 3D Cadastre System

Key advantages of the 3D cadastre system:

  • Stronger Disaster Management: The system will improve responses to earthquakes, floods, and landslides by providing faster and more accurate data for damage assessments and rescue operations.
  • Enhanced Monitoring and Compliance: Detection of unauthorized building modifications or zoning violations will become easier.
  • Accurate Property Appraisals: Property valuations will become more reliable and transparent, building greater trust in the real estate market.

Transition and Future Prospects

The General Directorate expects all stakeholders in the real estate sector to adapt to the new system and prepare for the upcoming changes. By January 1, 2025, all processes are expected to comply with the latest requirements of the modernized framework. As part of this shift, the Digital Building concept will ensure properties are securely registered in digital environments.

These reforms are becoming a turning point for the real estate industry, creating a more reliable, efficient, and disaster-resilient property management system while paving the way for further advancements in urban planning and digital integration.
